(China Glass Network) United States Department of Commerce released the preliminary ruling result of punitively collecting countervailing duties from Chinese photovoltaic enterprises on the early morning of Mar.21. According to the statement, countervailing tax rate ranges from 2.90% to 4.73%, far less than 100% brought up in “ double reverse” appeal.


Previously, we expected that result would not extremely poor. Because American photovoltaic downstream industry obviously benefit from cheap Chinese products. Moreover, Department of Commerce is cautious about this survey.


Prices fell sharply, the current photovoltaic firms strictly control the cost. Although the initial result is better than expected, it still will form a certain impact to companies. JA Solar said they had considered to build plant in America, in response to “double policy” through the third place shipment. Previously, Both of Suntech and CSI had constructed plants in America and Canada, with limited scale. Facing increasingly competitive component market, more and more manufacturers will transfer to power plant construction.
